EastEuro Link's SEE Wind Energy Conference took place in Istanbul, Turkey on 29-30 January 2009. The event was a tremendous opportunity to enhance understanding of recent developments in the SEE Wind Energy market, gain insights into the future prospects with a structured focus on the regional market specifics and also network with industry leaders. The event was attended by a range of energy and utilities companies, investors, traders, advisers and industry consultants.
Mr. Clifford J. Aron, Principal of GreenMax Capital Advisors, introduced the conference and chaired the event excellently throughout 2 highly informative days. He overviewed the current situation in the market and examined the potential wind power opportunities in the SEE region.
The next speaker to take stand was Mr. Justin Wilkes, Head of Regulatory Affairs in European Wind Energy Association, who spoke about EU's Renewable Energy Directive and SEE Wind markets, focusing on Romania, Bulgaria, Hungary, Greece, Cyprus, Turkey and Ukraine.
Another important topic was covered in the session to follow the dynamic networking coffee break - Packaging Project Development for Project Finance, presented by Mr. William Hopkins, Business Development Director of RES. It was said that project development and project definition were performed with bank due diligence in mind; also developed assets needed to be secured with bank security package in mind. It is essential to have a credible and strong EPC contractor, who preferably has also been involved in the project design stage - he said. Mr. Bungo Ezawa, Head of Department Renewable Energies Wind Energy at Lahmeyer International GmbH and future LI Country Manager Turkey, then examined the Role of Technical Due Diligence for project finance in Emerging Markets. Summarising his presentation, he pointed out that Energy Yield Assessments, Site Suitability, Permissions and regulations, Local Infrastructure and Grid Connection were the most important aspects to consider in Emerging Markets.
The next speaker to take stand was Mr. Goran Ronsten, MSAE & MBA, from WindREN AB. He provided the most interesting presentation on Wind Energy in Cold Climates as a bridge between onshore and offshore, introducing the topic on icing on wind turbines and explaining the importance of taking relevant measurements and developing De-Icing systems.
Following a lively lunch break where delegates had the opportunity to network and to admire the beautiful Istanbul landscape, Ms. Mojca Golc of Eco Consulting, spoke of Identifying Advantages of Wind Power as an Alternative Resource. She reminded that electricity production from wind energy was one of the cleanest technologies of electricity production. Benefits are numerous and economic indexes are good if the wind potential on the location is high enough. She elaborated external costs in electricity production pointing out that those are something that needed to be aware of and considered when making economic analyses.
Mr. Werner Coppye, Director of 3E, contributed to the session giving the presentation on Valorising Wind on Power Markets and the Value of short-term forecasting.
Afternoon refreshment break offered more networking time and opportunities to establish new business contacts in the relaxing atmosphere.
The next speaker to take stand was Mr. Helmut Klug of Garrad Hassan Deutschland GmbH who provoked a live discussion among the participants after giving the presentation about Wind Farm Financing, providing a Guide to technical due diligence with a focus on Wind Market in Turkey.
To conclude the first conference day, Mr. Nuri Mol, partner at TUV SUD Group in Turkey, spoke about Voluntary Carbon credits and green certificates as new options in Turkey.
After a highly informative day for everyone, participants were then free to engage in additional networking opportunities at the cocktail reception.
The second conference day brought country-focused presentations. To open the session, Mr. Tayfun Hiz, President, ETC-IS Bilgi Islem Teknoloji A.S, presented Turkey as the front runner for Wind Power in the SEE market and provided most useful information about wind resources in Turkey, licensing procedure, wind power figures, government incentives and wind turbine production in Turkey. This was followed by an Overview of the Turkish Law on Wind Power, given by Ms. Guniz Gokce, Partner at Gide Loyrette Nouel Istanbul Office. She offered detailed information on legal framework, licensing process, incentives and restrictions and limitations. The participants were also able to hear Overviews of the Romanian and Serbian Laws on Wind Power from her colleagues: Ms. Eleonora Udroiu and Mr. Borislav Vicentic.

After a networking coffee break, Mr. Octavian Capatina, from IPA sucursala Cluj Napoca, presented the current situation of the Romanian energy market, wind potential in Romania and Moldova and how the problem of the renewable energy was treated in Romania.
The final speech at this unique industry event was given by Ms. Jannat Salimova Tekay of International Finance Corporation. She presented their activities in the field of Renewable Energy, Carbon Financing and their Wind Portfolio.
The event brought together a number of influential players in Wind Energy industry to engage in numerous discussions and listen to some excellent insights into the field.
