EastEuro Link hosted CEE Investment and Public Private Partnership Conference in Warsaw on 30th November 2009. Recognising the need for a deeper understanding of PPPs and investment opportunities across Europe, the conference focused on CEE region, tackling all issues involving investment and infrastructure and bringing together various public bodies and private companies.

The day began with a welcome address by Mr. Bartosz Mysiorski, Specialist in PPP at Centrum PPP Poland, who successfully chaired the event throughout the day. Mr. Wojciech Deska, Head of Warsaw Office, European Investment Bank, was the first speaker to take the stand giving an overview of EIB activities. Mr. Marek Ociepka, Counsellor at Ministry of Economy in Poland, was the second speaker in line. He spoke about new legal regulations in Poland, enforced to simplify and facilitate the implementation of projects within the scope of public private partnership.

After a live discussion that took place among the participants, the session on Finance and Investment Opportunities began with the presentation given by Mr. March Schimpel, PPP Advisory at Kommunalkredit Austria AG who focused on Bankability of PPP in times of financial crisis, concluding that the market is picking up again, but margins are still substantially higher than before the crisis.

Following the very welcome networking break, the next speaker to present was Mr. Marcel Babczynski, Head of Group PPP Advisory in Este Group, Czech Republic. He spoke about Financing of PPPs - 'Before' & 'After'. He said that PPPs take more time and higher preparations but governments still have underdeveloped infrastructure and limited budgets and infrastructure investments are the biggest stimulus for long-term economic growth and short-term employment support. From the bank's point of view PPPs have better risk profile than traditional project finance.

The next speaker, Mr. Jean-Marc Allix, Partner at Salans in France presented on PPP legal framework in France and consequences for private actors. He highlighted the recent improvement in French PPP legislation that encouraged public entities to increase the involvement of the private sector in public projects in France. This was followed by Mr. Bartosz Clemenz, Counsel at Salans in Warsaw, who spoke about PPP concessions, EU practice and new developments in Poland.

To conclude the morning sessions, Mr. Daniel Giblin from EC Harris, overviewed the challenges for PPP transport infrastructure projects in CEE and steps to success.

After all of these highly interactive sessions, all the participants assembled for a networking lunch break. They used the opportunity to discuss further the questions raised in the earlier presentations.

The afternoon session commenced with useful overview on Public-Private undertakings in Poland, given by Mr. Bartosz Mysiorski, specialist in PPP at Centrum PPP, Poland and followed by the presentation on The Evolution of Investment market in Poland by Mr. Jaroslaw Roszkowski, Chairman of the board and CEO at Crowley Infrastructure Development Group. The panel on local and international infrastructure and PPP projects and challenges continued with a presentation given by Mr. Antony Stratfold, Executive Director at Intertoll Europe, who suggested following the lead from Western Europe and rolling out some more PPPs in the CEE region after detailed analysis of the challenges faced. Mr. Pawel Pawlowski, Director of Investor Service Department at Warsaw Municipal Government Office, then shared most useful information for investors about investment opportunities and city plans regarding infrastructure and PPP projects in Warsaw.

After another networking break, Mr. Torbjorn Nohrstedt, President at Gdansk Transport Company presented GTC experience through the case study on A1 Motorway and the way they created the value through partnership.

The final conference session – Country focus – the competitive advantages within the international business community brought two more informative presentations. Mr. Deska, who spoke on behalf of his colleague, Mr. Goetz von Thadden from European PPP Expertise Centre, focused on Promises and Obstacles in PPP in CEE member states: Romania, Bulgaria, Hungary, Slovakia and Czech Republic. To conclude the day, Mr. Bas Boorsma, Head of Connected Urban Development at Cisco N.V. presented an innovative perspective on tomorrow’s connected sustainable and resilient communities.

Overall, the event raised many important issues about how to successfully invest in projects in CEE region, and saw the most influential players attend and communicate about current affairs in PPP as well as give projections for the future.
