In response to its success last year, EastEuro Link's second annual SEE Wind Energy 2010 conference took place in Istanbul, Turkey. Speakers, Sponsors and Delegates from across Europe gathered to discuss some of the most important issues which have faced the South East European Wind Energy market in the past year and to predict the market mechanisms which could positively generate more growth in the market for 2010.

Turktek
The conference was chaired by GreenMax Capital's Senior Associate, Mr. Cemal Parlak and Principle Mr. Clifford Aron who regularly partner with EastEuro Link's renewable energy events and provide their excellent market knowledge.
Mr. Parlak welcomed all participants and began the day with his opening remarks on the SEE Wind market and provided some initial insights into the market. Following this, Mr. Sedat Kadioglu, the Deputy Secretary of the Ministry of Environment in Turkey delivered a short speech on the Turkish Wind market and welcomed the participants on behalf of the Ministry. The current situation and wind energy potential as well as regulatory and legislative framework were discussed by Mr. Mustafa Caliskan, Renewable Energy Division Manager at the Electrical Power Resources Survey which is bound to the Turkish Ministry of Energy and Natural Resources. He also provided useful information on public organisations related to wind energy in Turkey.
After these introductions, Prof. Dr. Tanay Sidki Uyar the Vice President of the World Wind Energy Association in Turkey reviewed current legislation, EU and national policies and programmes.
After a series of questions from the audience, all conference participants took a lively networking break to discuss the morning presentations with their new acquaintances over hot drinks and light snacks.
Following this intermission, Mr. Cosmin Stavaru, Partner at Bulboaca & Asociatii SCA, provided his views on the importance of establishing a legislative framework to promote investments in the wind energy sector with a special focus on the Romanian market.
Dr. Emmanuelle Raoult, Director Public Affairs, Government Relations at Vestas, complimented this presentation by describing key steps for regulators in Wind market development. Mr. Clifford Aron gave an overview of the wind energy market, putting the important issues such as financing of the RES, the impact of the financial crisis and the 2009 developments into the global context. He also focused on the European market, its future and presented project development trends and barriers to overcome.

Emerging Energy Research
Following this, Ms. Katarina Malmnas a Senior Loan Officer for Lending Operations in Turkey at the European Investment Bank gave advice into the EIB's financing of wind power. She presented EIB's loan products and mentioned a few challenges for wind finance in SEE such as quality of wind data, grid constrains, relatively untested regulations and lengthy permitting processes. There were also opportunities for new developments, she said, as most countries in the area had relatively low installed capacity.
An hour long break then followed for lunch at the hotels restaurant which provided a more informal setting for further discussions between event participants and more opportune networking possibilities.
Once the conference reconvened, a Financial panel discussion pursued which was moderated by Mr. Cosmin Stavaru who made sure to ask questions about the serious matters which were brought to the discussion.
The first panellist was Mr. Andi Aranitasi a Principle Banker from the EBRD in Turkey who discussed the EBRD's role in selecting wind power projects for financing. Mr. Josef Robert Straninger a Global Key Account Manager in the Competence Center for Renewable Energies from UniCredit Leasing S.p.A. followed with his discussion on the bankability of wind power and next up was Ms. Ilkay Demirdag, a Principal from Crescent Capital who provided the insight into the role of private equity in wind investments. The final discussion was made by Mr. Agustin Redondo, Partner and Head of the Warsaw Office at Uría Menéndez, on legal aspects of financing projects.
After a question and answer period another networking break was taken before the final section of the first day's sessions. Mr. Milen Milev the Country Manager from GreenMax Capital Advisors in Bulgaria began this Country Focus section by giving his insight into the Wind Energy market in Bulgaria.
Following this, Mr. Marc Mühlenbach, an Analyst of European Wind Energy at Emerging Energy Research in Spain, provided useful information about market developments in Romania. The first day's organised discussion came to an end after Mr. Clifford Aron's final remarks and a wind down Cocktail Reception.
On the second day the conference reassembled and was chaired by Mr. Clifford Aron. The first speaker to take the stand was Ms. Sule Erkoc, the Chief Representative in Turkey from Garrad Hassan and Partners Limited, to provide her insight into the Turkish wind power market. Mr. Geert Dooms a Renewable Energy Expert from 3E was next to discuss the value of short term predictions in the power market.

Event participants had a mid-morning networking break before delving into the second half of the day's discussion where Mr. Ondrej Safar Project Manager from CEZ Romania SRL provided a CEZ perspective on the market and gave a case study on Europe's largest onshore wind farm Fantanele & Cogealac in Romania. Dr. Norbert Raschke a Principal Consultant from ERM provided a final case study on getting an ESIA for a 120MW wind farm in Turkey considering IFC requirements. Mr. Cliff Aron rounded up the discussion for both days and a final networking lunch pursued.
